Spotlight Malaysia: Understanding Alternative Nicotine Products & Why Consumer Awareness Matters

Alternative nicotine products have become increasingly visible in recent years, with products such as e-cigarettes, heated tobacco products and nicotine pouches becoming more widely available across many markets. As regulations continue to evolve, so too does the importance of helping consumers understand the products available to them and how to make informed purchasing decisions.

In Malaysia, this conversation has become especially relevant as the regulatory landscape continues to develop. While legislation provides an important framework for product standards and consumer protection, awareness remains a key part of the equation.

To better understand how Malaysians perceive alternative nicotine products, Milieu conducted a nationwide study involving 2,000 adults aged 18 and above. The research explored consumer awareness, purchasing behaviour and understanding of alternative nicotine products across the country.

Consumers value product standards, but don't always verify them

One of the clearest findings from the study is that Malaysians generally value products that comply with regulatory requirements. Most respondents expressed a preference for products that meet established standards and indicated they would avoid products that do not.

However, the research also found that many consumers do not consistently verify product information before making a purchase. This highlights an important gap between intention and behaviour, while consumers want to make informed choices, they may not always have the knowledge or habit of checking product details.

This is not unique to Malaysia. Around the world, the rapid growth of new nicotine products has made it increasingly challenging for consumers to keep up with changing product categories, regulations and labelling requirements.

Awareness is just as important as regulation

Regulation plays an important role in setting product standards, but consumer awareness is equally important in helping people navigate an evolving marketplace.

International organisations, including the World Health Organization (WHO), have consistently highlighted the importance of clear public education alongside regulatory measures, enabling consumers to better understand emerging nicotine products and make informed decisions based on reliable information.

Whether it's recognising compliant products, understanding product labels or knowing where to access trusted information, improving awareness can help consumers make choices with greater confidence.

Different consumers, different motivations

The study also found that consumers use alternative nicotine products for a variety of reasons. While some cited personal preferences, others viewed these products as part of their individual smoking journeys.

These findings reinforce an important point: consumer behaviour is rarely driven by a single factor. Personal preferences, habits, perceptions and product awareness all contribute to purchasing decisions.

Understanding these motivations helps paint a more complete picture of today's consumers and provides valuable context for businesses, policymakers and public health stakeholders alike.

Looking ahead

As Malaysia's regulatory framework continues to evolve, supporting consumer understanding will remain an important part of the conversation.
