Views on rules affecting home-based businesses

Some home-based food businesses have lamented the loss of income as Circuit Breaker measures were tightened on Apr 26. Only businesses that do not require owners and workers to leave their homes, and customers or third party delivery services to collect or deliver the products. Based on a Milieu poll, 44% of respondents support the move to do so. Do you think these measures are necessary?
