How we do it?

We collect our data through a proprietary mobile app known as Milieu Surveys(just search for it in the Singapore, Malaysia, Vietnam, Indonesia, Philippines & Thailand app stores if you’d like to give it a spin). The opinions shared by our community of panellists are synthesised through our proprietary algorithms, allowing us to gain a deep understanding of what drives their personal and social motivations, as well as their consumption habits.

So, what aboutthe role?

As Associate Director / Director of Public Sector Enterprise Accounts, you will lead Milieu Public — Milieu’s dedicated government and public sector practice - driving research excellence, strategic growth, and adoption of Milieu’s proprietary tools across public sector agencies. Based in Singapore, this role combines business leadership with thought of partnership. You will oversee key client relationships, champion Milieu’s data platforms, and guide a team that delivers evidence-based insights shaping public policy, communication, and citizen engagement.

Key Responsibilities:

1. Strategic Leadership & Business Growth

● Lead Milieu Public’s commercial and research strategy, steering the vertical’s growth and positioning.
● Drive pipeline generation, tender participation and renewal opportunities across ministries, statutory boards and government-linked institutions.
● Shape go-to-market strategies that align Milieu’s technology-enabled research capabilities with agency priorities.
● Track sales performance and revenue delivery for the government vertical, ensuring alignment with company-wide targets.

2. Whole-of-Government(WoG) Outreach & Partnerships

● Serve as the primary lead for Milieu’s WoG outreach strategy - building awareness, relationships, and strategic partnerships across the Singapore public sector ecosystem.
● Represent Milieu at outreach sessions to showcase our capabilities and insights.
● Develop and deliver thought leadership pieces that strengthen Milieu’s profile as a trusted partner for evidence-based policymaking
● Maintain an active engagement cadence with key agencies, ensuring Milieu’s visibility and accessibility across multiple research domains.

3. Research Excellence & Platform Integration

● Champion the use of Milieu’s proprietary platforms, ensuring teams and clients leverage technology to drive speed, precision and impact.
● Collaborate with product teams to enhance features, test innovations and co-develop new tools tailored for public sector needs.
● Uphold data quality, compliance and security in accordance with government procurement and ISO-level standards..

4. Client & Stakeholder Management

● Act as senior account lead for key government clients.
● Guide research design and deliverables to ensure insights directly support policy formulation, programme design and communications planning.
● Serve as an internal advocate for the public sector, ensuring client needs are represented across Milieu’s functions.

5. Team Leadership & Mentorship

● Lead and mentor a team of account professionals, fostering strategic thinking, ownership and professional growth.
● Manage team OKRs, sales pipelines and project resourcing to ensure efficiency and excellence in delivery.
● Cultivate a collaborative and learning-oriented culture within the Milieu Public team.

What we’d like you to have

● 8 - 12 years of experience in market research, strategy, or public sector consulting, with demonstrated success in managing government or enterprise accounts.
● Strong understanding of Singapore’s government ecosystem, procurement frameworks and public communication landscape.
● Proven experience leading cross-functional teams and driving revenue growth through consultative selling.
● Familiarity with research methodologies (quantitative and qualitative) and data platforms.
● Excellent communication,presentation and stakeholder management skills.
